It has to be said, living in Llandudno one can't help but notice the huge rise in drug use and drug users, And walking around the town and the Orme drug needles are everywhere. It is an excellent idea to use the old CMHT building as a drug centre and will be a huge benefit to the town. PLANS FOR a drug and alcohol centre at a clinic in Llandudno have been given a boost, after the council granted a certificate of lawfulness for its creation.
The health board want to add a drug and alcohol centre to the Roslin Mental Health Resource Centre on Nant y Gamar Road.
Plans had previously been withdrawn in September, following a backlash from some residents that it could lead to irresponsibly discarded needles, a lack of security, and unpredictable behaviour.
The proposed centre is also close to Ysgol Gogarth, a special needs school, which was also the focus of some objection.
Revised plans include a substance misuse clinic with counselling rooms on the building’s ground floor and NHS office accommodation on the basement, first, and second floors.
Having applied for a certificate of lawfulness for the building's change of use (which would encompass substance misuse services (SMS)), the health board can now proceed with an expected application after the certificate was granted by the county council. Llandudno Town Council had recommended refusal of the certificate, arguing that substance misuse services were "inappropriate" for an area home to a special needs school.
It also highlighted "insufficient" parking and rubbish and recycling "concerns".
Following a public consultation, the town council said: "The proposed inclusion of SMS facilities is inappropriate for the area as the clinic is opposite a school for children with special needs and residential accommodation for the special needs school.
"It is also noted that this use is outside the original D1 usage agreed and not supported by the evidence supplied.
"Also raised concerns about insufficient parking which is already an issue on Nant y Gamar and Carmen Sylva Road and concerns relating to rubbish and recycling arrangements."
