Conwy Council Refuse To Answer FOI Request On Homeless Patrons At Colwyn Bay Trvelodge!

Local Authority Placing people at Travelodge in Colwyn Bay. Dear Conwy County Borough Council,

Please can you provide the following information on ~ The Travelodge at Colwyn Bay.

Has Conwy County Council ever ~

Paid for any Child, Adult, Or family in any capacity to stay at the Travelodge in Colwyn Bay ?
And this can be out of any budget, including, Children's services,Adult Care, The homeless department, Housing, The Out of Hours Services or any other service Under the Local Authority, or Linked to the Local Authority via any other agency internal or external.
Also is the Council aware of any outside Authority or Agency, such as the Police or The Probation service, as well as Social Services Departments from other area's in Wales or England placing at the Travelodge in Colwyn Bay.
Also what are the total costs involved over the last five years for providing this accommodation to any of the above groups.
And also any other expenses occurred around this facility by the Authority.

Q1.Paid for any Child, Adult, Or family in any capacity to stay at the Travelodge in Colwyn Bay ?

 

This premises is not on the Housing Solutions Team our list of providers. However, due to an extreme emergency measure the Travel Lodge, Colwyn Bay was used on one occasion on 5 December 2013, but this is the one and only time.

 

Childrens & Families Service have placed at this facility for a total of 6 nights. 

 

Q2. Also is the Council aware of any outside Authority or Agency, such as the Police or The Probation service, as well as Social Services Departments from other area's in Wales or England placing at the Travelodge in Colwyn Bay.

 

 We are not aware of any outside Authority placing at the Travelodge.

Q3. Also what are the total costs involved over the last five years for providing this accommodation to any of the above groups.

 

Cost for emergency accommodation as detailed above £400 plus VAT.

 

Childrens & Families Service total cost of £286, in all cases families were placed (i.e. two or more per room and a child was included).  This facility was the cheapest option available.

 

Q4. And also any other expenses occurred around this facility by the Authority.

 

Nil.   However the new FOI request in 2024 ten years later asks this.....Dear Conwy County Borough Council, Please can the council confirm how many years the Travelodge in Colwyn Bay LL29 8DU has been used for Homeless Accommodation?

The information in relation to your request is exempt under Section
38(1)(b) of the FOIA 2000 - Health and Safety. Now how can this be? Have people ever thought that the council just makes up their own rules as they go along? So in the 1st FOI request they admit they do place people there, all the locals know that people are placed there now, so if asking is exempt from the FOI now, has the law changed or did the council breach confidentiality the 1st time? What do you think?
