The viral video, posted yesterday (June 18), shows the man approach the seal in Pigeons Cove, which is home to a seal colony.
The man approached the seal, before throwing a rock at the animal, which became distressed.
North Wales Police wish to speak to the man involved. A police spokesperson said: "A recently uploaded YouTube video features footage of a male approaching a lone Grey Seal on a beach near the Great Orme in Llandudno.
"The animal is clearly distressed in the clip, during which the male is seen throwing a rock towards it.
"We believe the footage was uploaded to YouTube on Tuesday, 18 June.
"To progress our enquiries into this incident, we would like to speak with the male pictured in the foreground of this image.
